I'm pretty sure the Sanitation cops are in charge of this type of thing. You should call them and say there are a group of people on your street who are constantly letting their dogs "go" and they never bother to clean it.
SanCops have more important things to do, this is one of those laws that isn't readily enforced. Deal with it, life goes on.
one other thought--- if somoene loves their dog so much, maybe they should just let it go the the bathroom all over their apartment. I HAVE HAD ENOUGH OF THESE DOG EXCUSES. People need to curb their dogs or let them go to the bathroom in their apartments. In fact, forget the curb your dog law, if someone violates the law, they should be forced to live with their dog inside their apartment for 30 days -- THAT WILL DO THE TRICK...
Nah, you don't need to confine the dog. Just mail the poop to them every time they do not pick it up....
I am sure that the USPS would appreciate that as well!
Seriously? All you need to know is, HONESTLY, anything that would bother YOU if you had it done to you, DON'T DO IT to anyone else. WOuld you like poop all over your front walk? Do you want your trashcans pissed on (for that delightful odor in the summer, especially after a light rain...)?

Why so passive? Why should you have to deal with it? It's IMO more than a sanitation problem but possibly a health issue as well. Like smoking in restaurants or pulic buildings, we don't deal with that anymore, but we would with that just "deal with it" attitude.

However, since you don't seem to mind dog crap all over, please let us all know where you live so we can point the dog walkers in your direction and they can let their dogs pee and poop all over your sidewalk, steps, etc.

There is no such law to have dogs CURBED anymore. That was when there was no law to pick up. The law is to pick up - period!
