I know that crime happens in Manhattan, but it is not as bad as, well lets say some major Southern cities. Do you think I Manhattan is safer than, well lets say, Atlanta. if so, do you think I should relocate from Atlanta. Once again, money is not an issue for me, I have a secure high paying job and understand that I will spend more for what I got now to reside in Manhattan south of 110th Street.

I don't think you should move or not move to NYC because of any difference in crime rate. There are many many other issues to think about before making such a big move.
#1 Can you get a job here?
#2 How much will your salary be?
#3 Will you be happy with public transportation and probably giving up your car?
#4 Will you adapt to the constant crowds and rush?
#5 Will you like the weather?
etc.
And I know you said you have a secure high paying job, but where is it located? It's unclear from your post whether you are just in what you consider a high paying profession and assume you will get a job here, or whether you actually have a transfer or a job offer. And what does high paying mean? People newly moving to Manhattan are generally making the big bucks, and no, I don't mean $100K.
If you are not making the big bucks, there are many other more affordable parts of NYC besides Manhattan.

Ohhh booooy...here we go AGAIN. The whole "NYC is a safe utopia as long as you mind your business" rhetoric. Do not fall for the false numbers that Mayor Scumberg and Commish. Ray KKKelly put out via Compstat & the media. NYC is STILL as dangerous as ever.

Tell that to the girl that got kidnapped and killed from The Latin Quarters club when she was just visiting NYC. Or the college student (can't remember which school) who was killed inside his apartment by the kid who he THOUGHT was a friend of his and then was laughing after he got caught. Or tell that to the 80yr grandmother who was shot in Coney Island watering the flowers or the grandmother who was killed in the Bronx next to her stove. Or the 13 yr old boy who was recently killed, or what about the kid recently who was aspiring to become a boxer. I could go on by the way (all off the top of my head).
LOL, you've got to be kidding me man. The problem is WAAAY more than just the typical "only gang bangers and criminals are victims" theory. TOO MANY innocent men women and children are victims here in NY EVERYDAY. Stop feeding into what the media says and actually go to these places and talk to the people who REALLY live there (not just the slum lords who only show up to collect rent) and ask them how bad it is, they'll GLADLY tell you. Safest city in the world? YEA RIIIIIGHT lol.

I.e..catching a stray bullet, witnessing something you shouldnt have witnessed, being the random target of some foolish gang initiation maneuver (face slashing) or constant loitering. Those types of things still can linger in some locations even when major crime is down.

That happens in Atlanta too and it's probably worse over there. In NYC your one person in millions and millions, and it is a lot easier to blend in. Atlanta is a much smaller city, so the chances of getting caught up in something are much higher.

Here's the deal and the way I look at it: NYC is very safe for the ridiculous amount of people that are here. Is it really safe, like you shouldn't be street smart at all times and not take precautions safe? No.

Your isolated examples of innocent people caught in crossfire or people murdered by psychopaths are anecdotal. They do not mean much compared to the statistical evidence which points to the opposite of your conclusion.
To my point above, I am sure you will claim that crime is dramatically underreported in NYC. That's a fair point to make, but it is again anecdotal and speculative. Every attempt I've ever heard of to quantify such a thing shows that based on studies using victimazation surveys (and other unofficial crime metrics), every city has a crime underreporting issue, but the amounts of underreporting are not dramatically different among cities.
