Question Staten Island Housing Projects

My dad is 64 y.o, and living in Virginia for 9 years. He is a New Yorker, and wants to go home. Only way finalcially is in a N.Y.C.H.A. project. Just got certified for an apt, West Brighton ll Senior Bldg. Did research on it, conflicted on safety, he does not want to be shut in but go to Manhattan for museaums, theatre, opera etc four + times a week. Should he be safe ther. Is it anywhere for a 64 Y.O retired man, what is it really like there, Please
