Never been there for NYE. It's OK, a bit too touristy and over-priced for me. I'm just curious what kind of view you would get - the restaurant is at street level and about 5 or 6 blocks north of Times Square.
If you really, REALLY want to be in Times Square, it's not a bad option. There are many problems with being in Times Square on New Year's Eve, but the biggest is that you have to stand outside in the cold for hours and hours with nothing to drink (except hot chocolate).
You can't actually see the ball from the restaurant. You'll have to go outside for that.
The food is descent. Not great by New York standards, but much better than the Olive Garden (another option).

They claim they have a private area, roped off for their guests, that you can go out to just before midnight to see the ball drop live, hence the high price.
