Newark is only 13 miles from lower Manhattan via the Holland Tunnel...but it can easily take an hour in traffic.
JFK is about 20 miles...as is LGA...and you have a few more road options.
Its a tough call. Newark is pretty much number 1 in the US in delayed flights. Personally I'd choose JFK or LGA.
Are you flying domestic? LGA only has flights within the US.
Newark ranked dead last while LaGuardia was right next it, JFK wasn't too far away either. JFK has the least amount of delays but its the furthest (not by much though).
I used Google Maps and this is what I got (Airport to Financial District):
1. LaGuardia: 15 mins (45 mins with traffic)
2. Newark: 22 mins (45 mins with traffic)
3. JFK: 25 mins (70 mins with traffic)
I'm guessing LGA would be cheapest by cab but I'm not sure.
None of the airports stand out as easier to get to Manhattan from. If I was you, I would just grab the cheapest flight, which will probably take you to LaGuardia.
Newark is fine, but at rush hour, just getting through a tunnel to get to Manhattan can take over an hour, making it a one and a half hour trip.
