You are mistaken about the red-light camera. If they catch your car in a intersection red-light transgression the owner of the car is fined. However there are no points assessed to any drivers license as the camera does not ascertain who is driving. Only the person who registered the car is responsible to pay the fine.

The column that indicates 3 points +$100 fine is under "traditional enforcement penalty" while the "records/points/penalty" column indicates a "$50; not a record or conviction offense; may not be used by insurers". What they are trying to say is that the $50 fine applies to camera infractions while the $100 + points penalty applies to infractions caught by a cop.
Also keep in mind that in NY "Photos may not include images of the driver, passengers or contents of the vehicle".

I called NYC's 311 on 2/1/13 and they confirmed that there are no points associated with a red light camera ticket in NYC.
