outstanding certification for NYC job. (close to, state, good)

i am on a list for signal maintainer.
The DCAS message used to state that i was on outstanding certification.
This week it says that i am not on outstanding certification although my list number is still the same.
What does it all mean?

What that means is that when you were on outstanding certification your list number was close to being called soon. Now that you aren't on outstanding certification that means that the list that you are on is on hold(frozen). This is just a DCAS term, don't worry about it. When the time comes you will be notified to start the process, good luck.
