Question advice on a property i am looking into

i would like some advice on a property i am looking into purchasing. the property has 3 ECB violations that some have been issued twice. i seem to have an understanding of how to get rid of the violations by doing the actual work but not much else.

1. since i will be the new owner of this property and the violations will go in my name will i incur the same high fines listed?

2. if i clear the violations and provide proof will the fines stay just as high?

the property is in good condition otherwise and i am using the violations as a bargaining tool. just trying to asses how much of the actual fines i would be paying. if need be i can post up the fines directly from the DOB site. thanks in advance
