Pretty much most communities in the county, but Monticello, Liberty, Fallsburg and Livingston Manor(Town of Rockland), among others.

In Ulster County, Ellenville, Kingston and maybe New Paltz, as well as Saugerties might work. Possibly Marlboro too. I'm not sure about the job situation though.
What about the Albany area, as the unemployment rate is one of the lowest in the country and some cities like Schenectady, Troy and Amsterdam have quite a few PR's. Amsterdam is about 20% Hispanic. Troy High I believe has a pretty high graduation rate for an urban HS(around 80%, I believe).

Fewer Hispanics in Ulster than Sullivan except around Ellenville which is sort of like Sullivan in that there were resorts there. The resort jobs were the draw for Hispanics to move to parts of the Catskills. The rest of Ulster does not have resorts, mostly second home people instead. There is a Latin community in Kingston but it seems to be more Mexican and Central American than Puerto Rican. As to CNA jobs there are several nursing homes that always seem to be looking for CNA's. Ulster County also has a county run infirmary (same as a nursing home) Check Hudson Valley Help Wanted.

What about Orange or Dutchess Counties? Greene County or the Hudson area might work too.

I have to say as someone who was born in Colombia, I really respect the fact that you can make the distinction that not all "hispanics" are one in the same. I am first Colombian, then South American, then American, then New Yorker, then Brooklynite. Which has little in common (except somewhat general language) with Puerto Rican, Bolivian, Honduran, Mexican, etc., and I guarantee you they would most likely say the same. It's as silly(as is this thread title) and naive as stating "White People in Catskills" or "Black People in the Catskills". All these countries have very distinct cultures, music, folklore, etc., that it boggles my mind why most people just as easy rather identify us as one kind of people?

I mention this due to the metro's unemployment rate being around 7%, there is a noticeable "Hispanic" population there along with other cities close by with noticeable to pretty high Hispanic communities close by, the school districts serving that city(Troy City and Lansingburgh) graduated 80% and 77% of their kids(which is above the national average and is good for urban school districts) and the location is within your criteria in terms of distance from Binghamton and NYC.
