Saratoga Springs NY; great place, very safe. Check out some of the posts on the ALBANY section of the NEW YORK forum; use the SEARCH FORUM function and input SARATOGA.
It was the first city I had in mind. Ithaca could also work due to being a diverse smaller city with things to do and it is known for it'd more liberal vibe. A sleeper could be Plattsburgh due to it's proximity to the Adirondacks, Montreal, Lake Champlain and Burlington VT. Actually, Buffalo's proximity to Toronto and Niagara Falls might be a plus.
Lots do....I would suggest the NYC Metro area (as opposed to upstate, though some spots [specifically Orange, Dutchess, Putnam, and Ulster Counties] have an upstate feel). All of the following are 2 hours or less from NYC and come close to your description (budget not mentioned):
Westchester County: Dobbs Ferry, Ardsley, Larchmont, Rye, Chappaqua, Briarcliff Manor
Putnam County: Garrison, Cold Spring
Rockland County: Pearl River, Nyack, New City
Orange County: Montgomery, Cornwall, Washingtonville, Tuxedo, Goshen, Chester
Dutchess County: Fishkill, Beacon, Wappingers
Ulster County: New Paltz
Dutchess, Ulster, and Orange have easy access to the Catskills and the associated outdoor activities.
All mentioned counties border the Hudson River = more outdoor activities.
All are in the NYC Metro and within the NYC scope of influence = tons of high end shopping opportunities.
Need to know your budget to further refine list.
budget for a home is 300K. would prefer a "newer" tract home if there are any. I'm a huge fisherman too.

In that case, look into the Northern or Western suburbs of Syracuse. I know of some areas with newer homes for half of that price. There's plenty of fishing in the area too.
As for your wife, maybe she can look into jobs at Syracuse University in the Visual and Performing Arts school, which offers fashion design.
If you went with say Plattsburgh, you might find a home in the Beekmantown/West Chazy/Cumberland Head area to your liking. You could then do the outdoorsy stuff and the misses could take the hour trip(give some time for customs) to Montreal for the fashion fix. Get an enhanced driver's license if you go that route, so you don't have to mess around with a passport.

+ one, also Glens falls is a wonderfull City, close to Lake George and the Adirondacks, close to Saratoga springs , but less expensive, pretty artsy too.

Very true and it is more affordable too. It has been growing as well(metro).
My only thing is that they would be coming from a very diverse city. So, I wonder if that would be a factor.

Ok, so you are in the Orange-Dutchess-Ulster range. A river-town sounds like it would be great for you. Specifically look into Cornwall-on-Hudson in Orange County, New Windsor in Orange County, New Paltz in Ulster County, Kingston in Ulster County (this may be as good a fit as there is based on your descriptions), Beacon in Dutchess County, Wappingers Falls in Dutchess County, and Rhinebeck in Dutchess County.

What about places like Beacon, Nyack, Piermont, parts of Peekskill or something in Putnam County?

Beacon was in the post...Nyack is generally well above his 300k price-point...Some parts of Peekskill would be close to the price-point....Cold Spring/Garrison, arguably the best spots in Putnam, are above his price-point...
Stay away from downstate. The cost of homes are insane (as is the overall cost of living) & it still has that rat race feel even several hours outside of NYC.
It really depends on what you consider small to medium size. I know that you stated under 150K but realistically you aren't going to find anything that is even close to 150K in Upstate outside of the Buffalo, Rochester, Syracuse & Albany areas. The rest of upstate is very rural, 25K is considered a big town. Is a town of 10K-20K going to be too small & remote for you? If it is your best bet is going to be to live in the outer suburbs of Buffalo, Syracuse, Rochester or Albany ...... if not then there are plenty of nice small towns in Upstate.
Ithaca, Geneva or any number of towns in the Finger Lakes region. Saratoga Springs, Glen Falls, Lake Placid, Saranac Lake, Lake George or Plattsburgh are all nice towns in the Adirondack region.
Maybe a city/town of 50K. We DON'T want the rat race feel! We get that here in Sacramento. Not too rural, but not too urban. Somewhere with nature/river/lake nearby and somewhere where my wife can shop/entertain herself.
