We've recently been through this here. Most states other than NY will not let you drive there with a Junior license. Even if you take driver's ed to get your senior license here in NY, you can't drive out of state yet. You have to be 18 in most states to be able to drive there and have a full senior license in NY when your 18.

I have a NYS junior drivers license. Can I drive in NYC without a licensed driver in my car?

A junior operator's license is not valid in New York City or Nassau or Suffolk Counties. The only exception in Nassau and Suffolk is if the operator is driving to and from an approved work/study program; but there are restrictions.

Your junior license is only good in upstate areas of New York State.
