Not much better than it was 13 years ago when this thread was started.
Waterfront is nice and cleaned up, and a couple other neighborhoods aren't too bad, but most of the city is still a dump that runs rampant with drug abuse and violence. You'll hear that the violence is all gang-related, but unfortunately innocent bystanders can get caught in the crossfire (and also, even if they aren't shooting at you specifically or stabbing you, do you really want to live in a place where other people are getting shot and stabbed regularly?) Property taxes are disproportionately high, the city gov't is horribly corrupt, (and Orange County gov't isn't too far behind.
I have a buddy/former coworker who lives on Liberty across from Mt. St. Mary. He loves the house itself (it's a big old 19th century house with a flat roof that you see the river from the top of), and he has been a huge supporter in the movement to revitalize the city, but ultimately he regrets his decision to buy the house. He street-parks his cars and gets a busted window or mirror about twice a year, and frequently wakes up to the sound of gunfire outside. This is in a "nicer" neighborhood.
If they commute across the river at peak hours (especially if they have to come down into Westchester) their lives will be a living hell, the traffic on the bridge is horrendous. Not a bad drive on weekends or off-peak.
I would advise against having a child in City of Newburgh. Town of, maybe, if they can get a house that's in the Cornwall school district or if they can afford a private school.
Overall, I'd say no. I do think the city is
slowly coming up, but at this point it's not really worth investing in, especially for people who are trying to manage a family. If the best thing you can say about it now is that it's "not as bad as it was 13 years ago", well...expect to be saying the same thing 13 years from now.
