Where are you planning on working? If that doesn't affect the issue ( as in: you can work where you please), south of Buffalo and east of Buffalo you'd have lots of areas. We have a home 2 blocks from us that has 2 horses and another about 3 miles away; the area is zoned AR (agricultural Residential). I suggest you look for an AR district -- you might get an area with a pre-existing condition ( as in: prior to zoning, they had horses and there is not a limit on the land per horse. now there is an acreage limit where we live). Ask at a Town Hall or Building Dept. how the horses fit in the zoning code.

Also if anyone has a good recommendation for a restaurant for Thanksgiving dinner in the Syracuse area please post up.
Check out Elmira- very inexpensive housing prices and lovely old architecture. About 1/2 hour from Ithaca. Also area around Rochester are lovely. The Finger Lake region is spectacular.

A wonderful place to spend Thanksgiving is the Sherwood Inn in Skaneateles. It is beautiful,on the lake and steeped in tradition. There is an informal turkey trot (about 3 miles) in the morning followed by bloody marys at the Sherwood (or hot cocoa). A top hat is passed and money is raised for the local food pantry. The inn is a great place to stay and there is no better place than the village and lake area to walk off that Thanksgiving dinner.

Enjoy.
