IBM as it exited the microprocessor business sold it's manufacturing operations to Globalfoundries. Globalfoundries now makes microprocessors and video graphics processors for AMD (which power all video game consoles), for IBM mainframes, for some Apple IPhones among many other products.

IBM still makes mainframes and has some other operations in upstate NY. Just thought of Globalfoundries because it has the biggest presence upstate.

Both upstate and NYC gave off tax incentives and made major investments that have paid off in growing NYC's tech sectors and universities were a big part of this from Albany, Cornell, Columbia, NYU, Binghamton, RIT, etc.

While this doesn't appear to be adding jobs, at least the area (Ithaca) isn't losing them. And there may well be opportunity for expansion in the future (from the Ithaca Voice):
