Ok, looking at the map on the first link north/west are considered the more problamatic areas. That makes sense because those areas would have faced the port/industrial regions of the city. Here it's east and south. Most locals improve as you get further out that why I asked for the city limits only.

It gets complicated, but most of the industry was towards the lake. For instance, I'll show some areas that area on the North and West Sides of the city of Syracuse. First, the Northside: https://maps.google.com/maps?q=Lodi+...266.27,,0,5.12
and so on.....You can take a look at Eastwood, Strathmore and Winkworth for other areas I didn't do. I hope this helps illustrate what I was saying better.

Your getting to granular, when I say east & south is not a solid 180 degree arc but areas on the east and south side of Richmond. The map I saw what are the bad parts of Syracuse to avoid? gave a good generalized view. Trust me I could say for us if it's east of I95 or south of the river watch out but that would be a genralization only.

I think I see what you are getting at. Using I-81 as the line, east of 81 is nicer than west of 81 in regards to Syracuse in the fashion you described Richmond. It doesn't hurt that the hospitals and a couple of colleges/universities are east of I-81. So, basically think east as more White collar/middle class and west more Blue collar/working class, give or take.
Are you including Boston, NYC and San Fran with Newark and Camden? I'm not quite sure what you are getting at. Boston, NYC and San Fran will be fine.
Boston, NYC, and San Fran will be fine. Just the rate of growth will be lower in comparison to the mid sized boom cities like Raleigh, Austin, Denver, Portland, etc. I'm not lumping them in with Newark and Camden, not in the slightest.
