MSN Money just posted an article about the lowest and highest taxed states in the US. The (dis)honor of having the highest taxes in the country went to NY, followed closely by NJ and CT: States with the highest and lowest taxes- MSN Money

NY state residents pay 12.8% of their incomes in taxes, the highest rate in all of the United States. If you happen to be a smoker, you also pay the highest taxes on your cigarettes: $4.35/pack.

It's ok because a) many will argue that upstate is not as expensive and b) There is no quality of education, services or life in the 5 lowest.

You made it too easy. I didn't say anything about the tax percentage. Yet people are still making it up here.

I know. Like I've said before, there are many things to consider when looking at costs. Taxes are just one aspect.

According to what? Buffalo's City Honors is usually in the top 10 in publications like Newsweek and US News, if I'm not mistaken. In 2012, Newsweek had City Honors at #11: America and it was #23 in the US News rankings: City Honors School at Fosdick-Masten Park in BUFFALO, NY | Best High Schools | US News

US News had the top NY HS come in at #21: The Baccalaureate School for Global Education in LONG ISLAND CITY, NY | Best High Schools | US News. Most top school according to these lists are usually magnet HS's.

Best High Schools Rankings | Top High Schools | US News

Personally I try and start the count at the first none magnet/specialty school. These schools get to glean the top percentage which does not accurately reflect how a school/district performs.
