It really doesn't matter how the "official committee" decides where the line is or if Dutchess is upstate or down. People are always going to refer to a place the same way they always did...
I see what you are saying, but you're a little off on your population total. I just added the numbers up quick and it comes out to about 1.1 million in those counties, still a relatively small percentage but more than 4%.
Excuse my poor math, I was a slightly inebriated when I first posted that. Also, I just realized that I listed Ulster county twice.
Many people here like to argue over the border between Upstate and Downstate New York. However, if we take all the border counties: Dutchess, Ulster, Orange, Delaware, Ulster, Columbia, Greene, and Sullivan, we get a total population of only 700,000 people. That's only 4% of New York State's population, and slightly more than the population of Wyoming. So if you live in New York State, with 96% certainty you are probably clearly in Upstate or Downstate.
People in Delaware County say they are from Upstate New York. They would secede from the city if given the chance.
