It seems so right and common sense.

Central, Capital District, Finger Lakes, Western New York and North Country. The only change I'd make is obviously splitting up Downstate and the Hudson Valley, but other than that it seems perfect. Broome County is Southern Tier, not Central New York, but it has a lot more in common with Syracuse than it does with the likes of Ithaca, Schuyler County and other Finger Lake areas included in the Southern Tier.

Anyway, just randomly thinking(typing) out loud.

Do you know when this map was drawn up? Populations and "boundaries" have changed.

I can only speak for Rochester, but Orleans county is part of metro Rochester and Genesee county would still be too as many more people work in Rochester from Genesee C than Buffalo. Genesee C is now it's own micropolitan area thanks to a new census designation. Maybe there should be a split somewhere other than county borders.

This and the Section map for HS Sports are both pretty good maps: NYSPHSAA > Sections
