Livingston & Genesee Counties? (schools, swimming, relocation)

These are two counties we don't hear much about on this Forum.

What's your opinion of these generally? How do they compare?

And, to be self-centered, how about them in terms of the Upstate relocation criteria we're looking for (handsome old town of 1500-10,000 people, not too run down OR too "modernized," decent schools, good-enough economy, not too close to cities or hemmed in by malls, some lakes/rivers/fishing & swimming around, etc.).
