That may work, but seriously, you never know with some people with that NIMBY attitude. I guess the casino is on another level, but on the other hand, the Waterloo Premium Outlets nearby didn't get the same reaction to my knowledge and does well.
In terms of the exit gaps that wingsauce mentioned, I never understood why there isn't an exit for say Oneida or Chittenango. I know that there is a Travel Plaza near Chittenango, but if there was a specific exit, I think it would help that community.
This was designed as an expressway where exits were placed only at key locations, that was how many decades ago.. This is the argument here we are in the 21st century, the tolls have not been removed, the toll booths in many places are from the 50's, there are no new exits where needed and areas that should have been widened and improved are still 2 lanes each way. Oh and you are bound to the Thruway rest locations because getting off is a pain in the a** especially if you don't know the area or lack of services because there's no incentive to build them.
As for a casino or outlet stores who cares I want a WaWa, 7-11, McD's or any other know convenience and not with the toll bs including a $9.00 toll for the bridge.

I hear you there and I think you could even get another Cracker Barrel or another sit down restaurant if things were allowed to open up. I also don't think it is a coincidence that the Travel Plaza prices for some things seem to be higher as well.
I did forget to mention that there is another Cracker Barrel at the Coffeen Street exit off of I-81 in Watertown. I believe that there is one near I-81 around Binghamton too.

I don't know the Thruway south of Kingston, so I didn't include those. My question to you is, what populated areas does the Thruway fail to serve that are reasonably close to the road?
It there's no conveniences clustered around exits, it's because there's not enough traffic at that exit or the surrounding community to support conveniences. Get off the wrong exit on I80 in PA or I81 in VA and see how many convenience services you find clustered at the exit ... the same number you find at Thruway exits in rural areas until you drive a few miles to the nearest town.

My statement was in response to another poster I am not suggesting additional exits. In traveling the Thruway from NJ to Albany (exiting for the Northway) you have to go through the hassle of paying at the exit then traveling to find what are normal conveniences at a highway exits. This isn't an issue of rural/urban just that they often are not built because people are not getting off the Thruway to stop at McD's and I am not venturing into the unknown to "find the nearest town"
There are information signs well before each exit that tell you what conveniences such as hotels/gas/ff restaurants....etc exist close to that exit. When you exit the thruway, there are additional signs that point you to where they are. They are generally within a very short distance (a mile or less)

If you use the Thruway or PA Turnpike or several other toll roads (Jersey TP too I think) in the eastern part of the country with even minimal regularity, you should get an EZ Pass since most of them now use this. I don't use mine alot, but the money doesn't expire and I have mine refilled off a credit card so I never have hassles with tolls. Special lanes at the busy toll plazas and all but the most rural toll booths now have special EZ Pass lanes.
As for "venturing into the unknown", well, that's never bothered me since I've never met a paved country road I wasn't up to exploring. I do draw the line on gravel roads with visible ruts, but I'm game for exploring most of those, too.

I can think of quite a few in the Rochester region. When the thruway was built, Rochester was half the size it is now, and the thruway barely even enters Monroe County with only one exit. If you look at a map, Rochester has only 252 (jJefferson Rd) or 251 for east- west routes in that area. I90 would be perfect for e-w getting around. Here's my list and what they would serve:

rt 36- Churchville, Caledonia
rt259- major N-S artery in western Monroe county
East River rd.- Scottsville and RIT
rt15A- E.Henrietta rd
rt65- Clover st. Pittsford and Honeoye Falls
