Putnam County (New York, Carmel, York: school, taxes, living)

I friend of mine is planning on of relocating to Carmel NY in Putnam County very soon and would like any information on Putnam County area. Like housing, school system, jobs, shopping, entertainment and cost of living, including taxes and any other information that would help me and my family know what we should expect. They will be moving from the Detroit Michigan area and I live in upstate New York and have no idea of Putnam so please any help would be helpful. Thanks loads.
