Again? My dude, DeVeaux, LaSalle, Hyde Park and the state park are as much the REAL Niagara Falls. If anything, I think outside of the state park, people think that the rest of the city is gritty and run down, when it has a range of neighborhoods. DeVeaux is essentially a precursor to Lewiston in terms of look and feel coming from Downtown. Environmental and political instability issues are a couple of things that have to be addressed as well.

Is there any city with tourist attractions that doesn't also have slum areas? I personally can't think of any but maybe the OP can enlighten us on those.

What are you talking about? Just keep my name out of your mouth, would ya'.

Like Linda_d said, there are many touristy cities with rough areas. So, Niagara Falls isn't unique in that regard.

Atlantic City comes to mind immediately and probably puts Niagara Falls to shame in terms of crime rate. They put up football score numbers some years and I believe they have less people. Myrtle Beach has a pretty high crime rate. There are metros in Florida with higher crime rates than those in Upstate NY. There are others....
