Puerto Ricans make up the vast majority of Hispanics in Western NY (close to 80% in both Buffalo & Rochester). Obviously Orlando, Philly, & NYC are more popular among migrants, but Buffalo & Rochester will get a Huge boost due to Hurricane maria.

It is possible and Puerto Ricans make up the biggest percentage of Hispanics in Upstate NY, in general.
Also, in Western NY, Dunkirk is about 26% Hispanic and its current mayor is as well.

From American Fact Finder, here is the percentage in terms of educational attainment for Hispanics 25 and older with at least a Bachelor's degree and higher, according to 2015 information(estimate) for each NY metro micro area. It is 15.5% nationally as of 2015 census information.

not really immigration, well atleast in Buffalo & Rochester.. In those 2 cities over 80% of Hispanics are Puerto Rican. They can be found on the West side of Buffalo, and the western & northern portions of Rochester. Dunkirk & Niagara Falls also has alot of Ricans. Puerto Ricans are the overwhelming majority of Hispanics in Western NY (basically the Great Lakes portion)
Going eastward, cities like Binghampton, Syracuse, Utica, Albany/Schenectady have Hispanic communities where Ricans are still dominant, but theres also a large number of Dominicans & Mexicans too.
The Lower Hudson Valley (Westchester/Rockland counties), closest to NYC, have large numbers of Dominicans, Puerto Ricans, & Mexicans. Especially areas near the Bronx, Yonkers for example has a large Hispanic/Dominican population.
I used to go to school at SUNY Bing and I don't remember seeing many Mexican looking people in Binghamton, Johnson City, or Vestal, if any at all. I'm pretty sure most of the Hispanics there are Puerto Rican or Dominican.
