To NYWriterDude who seems to think Rochester doesn't keep companies or that "top talent" doesn't want to be here, oh the contraire. In fact Rochester builds companies. While we may not attract that many from outside the region (there are a few), but we definitely create them.

Kodak while a shell of itself still has its HQ in Rochester and employs a few thousand here.

Xerox while not having it's HQ since the 70's, still employs the vast majority in Rochester with 6,400

Paychex founded here, with it's HQ still here and still having record growth every single year employs 5,000

Harris Corporation has its Communications division HQ in Rochester and employs 3,500. Harris Communications develops and provides the most sophisticated software defined radio for the US Military and Military around the world. Rochester engineers are also involved in the James Webb telescope

Constellation Brand (not sure of employment numbers) is the largest wine and spirit distributor in the world and has kept its HQ here in Rochester through its stratospheric growth from a small wine producing company to the largest distributor in the world.

Datto an IT company founded in Boston by an RIT grad recently opened a second HQ in Rochester because the founder loves Rochester and felt he could get the best talent here

Optimax another Rochester founded company developed lens for the James Webb telescope

Rochester is home to over 100 Optics, Photonics and Imaging, the largest concentration of companies in the world
I'm just speechless dude. No major tech company has put a headquarters in Rochester or even significant operations. The tech sector is mostly West Coast with some stuff in Texas and in the East Coast.

You should be speechless because that statement is blatantly false and incorrect

... And imagine what that would mean for offers to employees telling them they wouldn't have to pay state income tax during that period of time? What is that worth? It has to be billions of dollars.
Or they could move to one of the states like TX that has no state income tax and it'd be a moot point.

TX actually has high property taxes and they give so much in terms of incentive money, it isn’t even funny: Explore Government Subsidies - Interactive Feature - NYTimes.com

Hate to tell you but Monroe County has a higher property tax rate than say Harris County in TX. Interesting perspective on the TX subsidies though.

yep, and property taxes are also not black and white in Monroe County. There are many incentive programs.

Paychex just last month was given 14 million in tax breaks to expand and centralize its IT and Technology groups, along with growing 625 IT employees in Rochester

Quote:
Paychex, Inc., a leading provider of integrated human capital management solutions for small- to medium-sized businesses, today announced the addition of 625 new jobs over the next five years and the creation of a multi-building campus in Rochester, New York in support of the company’s growth in its human capital management (HCM) product offerings and technology-enabled service.

“Paychex is growing, and this investment in our products, people, and technology reflects our commitment to continuing our track record of growth,” says Martin Mucci, Paychex president and CEO. “As we expand our human capital management product set and our investment in technology, we will also expand our workforce, giving more talented people an opportunity to join Paychex and be part of our growth.”

As part of the project, Paychex will purchase five buildings and renovate more than 300,000 square feet of existing space in the Rochester, New York suburb of Henrietta. The five parcels are in addition to six locations Paychex currently owns in the Rochester area, including the company’s headquarters. When completed, more than 2,000 of the 5,000 Rochester-based Paychex employees will work at the new campus, including the 625 who will be added as part of the project.

New York Governor Andrew M. Cuomo today joined Paychex’s president and CEO, and hundreds of Paychex employees and invited guests, to announce the project. To encourage Paychex to create the new jobs and campus in Rochester, New York’s Empire State Development organization offered up to $14 million in incentives related to job creation and renovation expenses. The total cost of the project is approximately $60 million.

“This project will help ensure Paychex remains a major economic driver for Monroe County and the surrounding communities and provides quality jobs for hard-working New Yorkers throughout the region,” Governor Cuomo said. “By supporting the company’s expansion and growth in the Finger Lakes, we will help create hundreds of job opportunities and continue moving the region forward.”

The new positions added over the next five years will largely be in the areas of technology, product development, and sales. Paychex currently employs approximately 14,000 people companywide.

Exactly to the first part and the median home sale price I believe is lower in Monroe County than Harris County. Harris County’s property tax rate is still quite high in comparison to most counties in the country: Harris County Texas Property Taxes - 2017

Paychex has quite a few openings in the Rochester area and some in other parts of the state as well.

Your right Harris County is one of the higher cost counties in the country and is ranked 175th of the 3143 counties ($3,040.00 Avg. 2.31% of home value) but Monroe County is ranked 80th of the 3143 counties ($3,805.00 Avg. 2.92% of home value). Even with a lower average home value the tax burden is greater in Monroe and both offer programs that could reduce the tax obligation. Of course Harris is supporting the 4th largest city in the country so I am sure that affects some costs and provide additional benefits.

Yes, it essentially comes down to how the money comes out of one’s pocket, as the government or industry is going to get their money one way or another.

Your right but in regards to what Amazon wants I don't see a NY community that will get onboard at all the levels of government and provide the tax incentives they want. It goes against everything NY practices...
