Well not "everyone" is leaving; New York City along with perhaps Westchester and Long Island are doing ok by most estimates IIRC. However yes, on balance changes are coming.
As the new $15 minimum wage percolates down through labor market you are probably going to find employers turning to technology or other means for reducing head count at the lower end.
Restaurants, hospitality, retail, and even some banking (tellers, customer service reps), may start shedding jobs as more places either close or reduce staff.
NYC has many immigrants, but the long term and native NYer's are leaving.
I would say that the only long term solution is to CUT expenses. Adding more revenue only postpones the issue to a later date

Also, I know it's a touchy subject but the Hasidics and Medicaid needs to be addressed. it is organized crime, imo.
I am so happy to have moved away from New York State and its outrageous taxes and fees. I sold my business and retired. They tried to get me for jury duty so I sent them a copy of my Florida voter registration card. I even scraped the NYS registration and inspection stickers off my car. Good riddance NYS I wish I had left you sooner.

Yes, there is a lot of corruption. I'm sure, that 20% could be cut just by efficiencies. Stop the allegiances with the unions. Prevailing wage laws need to go, as to all the government union employees. I thought unions were to protect workers from the boss? Taxpayers need a union.
What about the mandates that they impose on counties?
And I haven't even mentioned the hundreds of wasteful, overlapping, unnecessary programs.
Money can be saved. Huge money. You just need the will, and the will to cut spending in NY barely exists.
There is a reason why nearly everything in this GD state cost more than anywhere else. Much if it is due to the vast and bewildering array of taxed, fees, and surcharges tacked on to anything that breathes, moves, or exists.
