Another thing to consider with some or many of these places more than others is that they have some degree of walkability due to being primarily villages. Some are pretty isolated, but some are just suburbs, satellite small communities or in the case of Plattsburgh and Jamestown, a small city.

We looked at a number of houses in Sherril and they all said "Sherril Power" but when you ask to see the bills they are the same as anywhere +/- a penny or two.

If you look at the rates that are posted with the NYPA/municipal electric companies, it shows how much less it is in those communities.
I actually work with people from Solvay and they mention how their electric bill is low, but property taxes may be a bit higher due to this. That of course will vary as well. So, it does seem to be legit in terms of electric rates.
This may also depend on the coverage area, as I noticed that the coverage area for Endicott didn't cover the whole village, if I'm not mistaken.
This is NY so NG is most of our bill. So the savings don't amount to much.
And this is NY. The goal is to leave everyone with zero money. So if you weasel afew bucks one way they will know it and plow you out a different way.
Only way to really save money in NY is the grey or even black markets.
National Grid has no bearing on these communities. Neither does NYSEG(New York State Electric and Gas), Rochester Electric and Gas or Con Edison. Those are other private electric providers in the state.
Again, looking at the rates, they are legitimately lower and in some cases, like Rouses Point, haven’t changed in years, if not decades.
Also, the fact that many are in villages, which can have multiple layers of government coverage anyway, that can be a factor in terms of property taxes in some of these municipalities.
She trill, Plattsburgh, Jamestown and Salamanca are different due to being cities.
Then, you have the Electric Coops, which cover rural areas. So, there is a range of municipalities that gets its electric through NYPA.
You also have to look at the boundaries within the villages - I live in Endicott, but the municipal power zone only covers about 1/3 of the village - the rest of us deal with NYSEG.
