I would consider looking Newburgh, NY to Port Jervis, NY region since he is NY/NJ/Canada. That thought based on the trips to Canada would be less than NY/NJ, yet close to I-87 North.
A lot of this depends on where in Canada he needs to go to, as if he has to go to Toronto, that means a different route.
If flying is an option, that could help in terms of areas further Upstate and getting to NYC/NJ. Driving is still an option, depending on where he would be coming from(i.e.-Vestal outside of Binghamton).

This site has a cost of living comparison, you can plug in different towns to compare. Sperling is also a good comparison chart. Texas has no income tax and in NY, depending on salary, the income tax rate can be 6 or 7 percent. It may be lower and I believe 8+ % is the top limit, it depends on your income bracket.

Just as a heads up, overall cost of living in most of Upstate NY may actually be the same, similar or maybe even lower depending on the places you compare. You just get hit in different ways. However, the post above does make a good point about income tax. Housing prices/costs is usually the thing in Upstate NY that tends to be lower.
Be sure to factor in property tax and school tax into your home purchase considerations. Especially if you plan to set up escrow in your mortgage. Escrow alone could be close to $1000 a month or more for taxes and insurance.
My husband i being relocated to New York and since he works from home he can choose anywhere in NY to live. This feels crazy and overwhelming since we have no idea where to even start looking. We have a 7yr old entering to 1st grade and 6 month old baby. Since he will be the only one working until we get settle we would need affordable housing, good schools. My daughter practice gymnastics and soccer, so we would also need access to those programs. We are hispanics so a bit of diversity would be nice too. I am not too crazy about this move, since I am afraid of the brutal winters in NY, although summers here in TX are unbearable.
Any advice or suggestions, will be greatly appreciated.
Well, first r.e. the "brutal N.Y. winters", it will be brutal compared to Texas, but you'll adapt. Once the cold sets in, you'll quickly become "accustomed to it". Just be sure to have jackets, gloves, hats and boots, oh and a shovel or two or a good snowblower.
I might suggest Binghamton area, specifically Vestal, next door and south of the Susquehanna river to Binghamton.
Binghamton is upstate, stable economy, relatively inexpensive to live. Vestal schools are the best in area, followed by Maine-Endwell and then Union-Endicott.
You can buy a nice hone for $100k-150k. $300k wilk get you a mansion.
The binghamton area is at the conjunction of 3 interstate s . I 81 runs north and south and I 88 runs to Albany area, and state route 17/becoming I 86 runs east west.
Manhattan is a 3 hour drive, though on a goid day, on a bad day can be 4 or 5. I86 can take you there or drop down south on i81 to Scranton, PA and across to jersey/NYC .
Vestal is home to Binghamton university, and binghamton home to SUNY Binghamton, so good colleges here.
Vestal school district is a very good one in the area.
Taxes may be a shocker for you. Taxes, both property and school are rather high compared to the south. But you'll get used to it. Sales tax is 8%.
There is a diverse ethnicity here, and if you still need help, there is,a Civic center here.

It's central yo the state of N.Y., not to far from jersey. And I can tell you working in a hotel, is on the path of a lot of Canadians who stop here from Montreal, Quebec, Toronto is easily assessibke, just be SURE he has,a passport!!!! He'll need it to get back in the US.

Good point...Syracuse is actually about the same distance from Toronto, Montreal and NYC by car(about 4 hours from each, as well as Philadelphia), while having train and airport options as well. Onondaga Central is the most diverse of the 4, with Westhill or Marcellus having the best "reputation out of the 4. All are at least solid to very good though)
