I've been living in NYC for the past ten years and am looking to move out of the city to a town or small city in the NYS or New England area. I'm a ENL teacher and I plan to get a job in a public school. All of my family lives in the New York / Massachusetts / Vermont area, so I'd like to be within a few hours drive of those locations, but I'm flexible about that. Here is a short list of some of things I'm looking for:
Diverse enough population to ensure there are students who need support in English in the local schools.
Reasonable teacher's salary.
Natural places to swim nearby.
Generally liberal population.
Access to restaurants, markets or some kind of nice main street.
Not a place only for tourists, somewhere which has a local community.
Look into school districts like Ithaca and Geneva in the Finger Lakes region. Both are very diverse small city/enlarged area school districts. Ithaca fits pretty much all of the criteria and Geneva fits I'd say most of it. Hudson is another such school district that comes to mind.
You could also look into school districts such as Utica, Schenectady and Binghamton. They are 1, 2 and 3 in Upstate NY, if not the state, in terms of the most diverse school districts.
There's of course the bigger school districts like Buffalo and Syracuse which have their share of refugee family students. Same for the previous 3 and Albany does as well.
So, this may just come down to what fits the best.
Anywhere in a 30 mile radius of Albany. Glenns Falls, Saratoga, Youve got Lake George and the Adirondaks just up the road. Beautiful area of the state and close to Mass. and VT.
Ithaca sounds pretty much spot on. The only downside is it maybe a little far from New England.
Canadagua could also work. It's close enough to Rochester to find a sizable ESL populations. It has a walkable downtown, is right on a lake. While it's not as overtly liberal as a college town like Ithaca they city does generally vote Democratic. It's further west then Ithaca, but right off the thruway, so it might actually be a quicker drive to NE.
Saratoga is probably your best bet. It's fairly liberal with a walkable downtown and is close to several swimmable lakes. I'm not sure how big the ESL population is. But it is commutable to Albany/Schenectady.

If you view the information on the second page of this source, Onondaga County(Syracuse) along Erie County are the counties outside of the NYC area in the state with the highest percentage of ELL students(7.4%). So, that may be something to consider.
If you consider the Syracuse area, if you want the city, look in the city's East Side. I'd say that the Westcott/University area would fit what you are looking for. Downtown, nearby Franklin Square and Eastwood are a few other options that would fit. Outside of the city, Liverpool and Manlius are a couple of villages that would fit.
You also have Oneida Lake, the biggest lake completely within the state about 20 minutes away to the NE. There are a couple of Finger Lakes about 20 minutes to the SW(Skaneateles and Otisco).
Oneida County(Utica) is 3rd in regards to ELL student percentage outside of the NYC area(6.9%). In Utica, I'd say to look into South Utica, the village of New Hartford a little bit further south, Downtown, Baggs Square and perhaps Clinton to the SW of the city and Downtown Rome are good options there. It is minutes from Sylvan Beach, which is also on Oneida Lake, on its eastern end.
Delta Lake State Park just north of Rome and Hinckley State Park are a couple of other nearby swimming spots.
