Since the this would usually be the time of year for the NCAA Basketball tournament, but the games aren't being played for obvious reasons, I will try to post some historical references relative to the thread.
This first reference of a tournament game will be of a Second Round game from 1983 that features Tennessee, which started PG Tyrone Beaman from Niagara Falls(attended NF, the now closed Bishop Neumann in Williamsville and graduated from Jamestown HS) versus Louisville(featured the McCray brothers from Mount Vernon in Westchester County/Downstate): https://www.youtube.com/watch?v=prPLM5Jjqec
From this preview before the 1986 NCAA Tournament, there is a segment about St. Joseph's University(Philadelphia) and at the 15:30 mark, it talks about their top player at the time Maurice Martin, who is from Liberty in Sullivan County(was drafted by and little bit for the Denver Nuggets/st. Just as an update, here are some neighborhoods/areas that are predominantly or pluralistically more black(or have such areas) and have some degree of a middle class presence...

Around 2(hrs.):08 of this set of clips from the 1992 NCAA Tournament, there is a game between St. John's, which started Jason Buchanan, a graduate of Syracuse's Nottingham HS(#12) and Tulane, which had Carlin Hartman(#32) from Grand Island outside of Buffalo.
