I figured this would probably be the best place to post this. Hopefully good news for a building in desperate need of renovations, and is on the New York State list of Historical Buildings in need of repair (from the Ithaca Times):

Median household incomes for most Upstate NY areas are around the national median household income of $53,482(10-14 census info), with the Albany-Schenectady-Troy area having a median household income of $61,841(10-14 census info), being the exception.

Here are some more census block groups that may be viewed as being or have quite residents within the range of "middle class"(lower to upper) and that are at least 20% to just under 50% Black, with updated census information. Before I post some information, this is the article where I got the information about the range going from 67%-200% of the median household income: What 'middle class' means in every US state - Business Insider

Here is another article that mentions the same thing under the calculators: Are you in the US middle class? Try our income calculator | Pew Research Center

Census Block Group 010201-3 in the Cleveland Hill area of Cheektowaga(Cleveland Hill Schools) has a median household income of $63,750(10-14 census info) and is 46.3% Black(2010 info)

Census Block Group 010500-2 also in the Pine Hill area of Cheektowaga has a median household income of $46,827 and is 22.5% Black.

Census Block Group 009301-4 in the far SW corner of Eggertsville in the town of Amherst(Amherst Central Schools) has a median household income of $70,458 and is 22.7% Black.

Census Block Group 004500-1 in North Buffalo(may say Starin Central on maps) has a median household income of $61,462 and is 24.1% Black.
