Corcoran High is the Blackest public high school in between NYC and Rochester in the state(about 66-70% Black.) and is on Syracuse's outer SW Side. It is the high school that serves the neighborhoods in the SW/South portion of the city. It is also known for having the Syracuse City SD's only International Baccalaureate program. Yeah, its Black population is small, but they are there and apparently have been there for a long time. I guess the neighborhoods in the NE corner of the village is where the church was and where the Black population historically lived/lives.

As noted earlier in the thread, its police chief from 1982-2001 was a Black man that is a native and its top Football player, as well as some of its other top players on the team this past year or two are also Black. Will Gladney - Hudl

Many of the college radio stations will also play genres and have shows that appeal to the community/population. You get some stations from other areas that may fit as well.
Here are some of those college or other radio stations that may fit: WHRW - Program Guide

An interesting radio tidbit is that Buffalo's WBLK is the oldest/longest running Urban Contempory FM radio station in the country. It has had the same format since 1964 and I believe on the same frequency.
