I would say one of them is Williamsburg Brooklyn.(North Side) It kind of reminds me of the East Village except not as expensive. It has picked up quite a bit the last 5 years.

My favorite non-NYC urban neighborhood in NY State is Elmwood Village in Buffalo.

Saratoga Springs- prototypical walkable Victorian city w/shops, parks, nature, entertainment galore.

Rye- walkable 'hood, w/central downtown & train in the heart of it all waiting to whisk you into the City.

-though I'm not sure either fits your typical urban neighborhood definition. Unfortunately, most of NYS urban hoods have issues.
