Saratoga is a funny blend of Tony Soprano and Sarah Palin.

Also..............
If you are having to ask about the cost of renting or living in Saratoga, then probably it is going to be more than you are budgeting for................I was very surprised........and even if you drive a way out of the city it is still pretty pricey in my opinion........Just make sure you check that out as well!
It doesn't matter what sort of job you have (or how many) if the cost of living is way about what you can earn..........

Exactly, my point. Like I said, Ithaca seems to be the best choice based on the criteria of the post. It's really a perfect choice, to be honest. I really can't think of another city that would safely fit the criteria. Gloens falls doesn't have the universities and colleges, nor does Saratoga Springs, eventhough they have Skidmore College.
Plattsburgh might be close due to being somewhat "diverse" due to being a former military town and it's proximity to Montreal. That means that many a French Canadian come to the area. They have SUNY-Plattsburgh and is pretty safe too.
Binghamton might actually be another choice as well. It has legit "diversity". It's one of the safest metro areas in the US. Has SUNY-Binghamton, which has grown and sparked some growth in the area around the campus.
Both Plattsburgh and Binghamton have good schools in their areas as well. Heck, even with the Binghamton area, nearby Johnson City would be a good choice, as well.
Geneva might be another decent choice too.
Since I've brought these cities up, I'll leave some information them as well.

What city is the best place (quiet, low crime, diverse neighborhood, good universities) and work is located nearby? What is the average rent for a 3 BR town home or single family home?

I would look into upstate NY or Long Island.

It seems that before you move to any city/town listed above or elsewhere - you should check out the job situation. Not knowing what you want to do- all of the may or may not be feasible. I think you need to give more specifics to get more concrete answers.

Good point. It would be good to find out specifically what kind of work the poster is looking for too.

ithaca
i certainly agree that ithaca is a great place . . . even an ideal place to live. however, if you're looking for jobs . . . good luck! ithaca is a fantastic place to live when you're a student, and if you are lucky enough to break into the tough job market there.
it is FAR from drab . . . in regard to culture -- the words vibrant and thriving come to mind.
however, after years of trying to get a well-paying job (as well as a great teaching job for my husband), sadly -- we had to move. we simply couldn't afford the real estate on the jobs we were able to get there (and we both have advanced degrees). in fact, there was an article in the local news a few years back about how many extremely well-educated people are working waitressing jobs, etc. just to get by.
it's tough when you're paying off all those student loans . . . maybe someday we'll move back. but for now, we're in the binghamton area.
good luck with your search!

Ithaca is nice but I would not call it "diverse" - rich and poor seem segregated there, despite the pretentions of liberalism and egalitarianism. It's a nice place to visit, but different to live there

You mean to tell me that the "rich" and the "poor" are segregated from each other? That's not a surprise. With that said, that does not mean it's not "diverse".

There's work in New York? Where did you hear that? Work in New York is obsolete, don't you know that? C'mon now, everybody gets welfare. The state takes care of all your needs, and by the way since you only have 2 children, bring a lot of other peoples'---you get a bigger welfare check that way.
