Any county south of Westchester County will get the least amount of snowfall. Kings County is a good example.

As far as the most amount of snowfall...check out the attached link. Albany is one of the metro areas tracked.

As far as least snow...I would agree with the previous poster. Westchester/Rockland on south including Long Island often end up in the warm sector of winter storms.
