Default Rochester vs. Buffalo

I was wondering if there were any artists and/or art fans that are familiar with the "scenes" (as they are) of both cities. I am not completely ignorant on the subject, but I would like a little more insight. Buffalo has Allentown and Rochester has the Nieghborhood of the Arts. But Buffalo has the Albright, a monster of a gallery. It also has the Burchfield-Penney Art Center and the CEPA. Does Rochester even compare in regards to a scene and artists making strong, progressive, modern art. I get the feeling that there are alot of middle-of-the-road artists in Rochester mucking around with safe floral stills and hackneyed neo-impressionism.
