Tioga & JimCali... If you reread my post, you will find that I specifically stated that I am looking to relocate due to employment because I am getting laid off. I am actually going to be relocating to either Syracuse or Harrisburg. Neither of those areas are necessarily better than Binghamton, but if they offer ME employment, then that requires relocation, does it not?! Now, in terms of the grass is always greener... I never said that. I simply said that Binghamton and the Southern Tier have their pros and cons and due to the lack of jobs, the cons out-weigh the pros. If a person cannot afford to live here, then they simply cannot enjoy the good things that Binghamton has to offer.
I also did not say that I have never been elsewhere. None of my family reside in the Southern Tier. They have all relocated. The places they have gone also have their pros and cons, but they have been able to find employment in their areas of specialty. Perhaps, if my talent offered me the ability to get a job at one of the hospitals, BAE or Lockheed, then there would be a reason for me to stay here.

Binghamton Psych Center is still there. Its been consolidated into one (maybe two) buildings and is known as the Greater Binghamton Health Center.

Let's not forget the "Beltway Sniper" either who who had people in suburban Washington so on edge that they wouldn't even pump their own gas for fear of being shot! Crime can and does happen anywhere. In my area one of the nation's most well-known gay porn producers (not sure if that's an "honor" or not) was nearly decapitated and his home was set ablaze in a ritzy suburb of Wilkes-Barre.
