I know the adirondacks are almost 50% state owned the other half is private, but who owns private land up there and is it hard for anyone to do any type of development?
Also if private owners give up the land does it go to the state?

Adirondack Guy, after being on the inside of a timber deal 2 1/2 years ago, I would say that the state owns probably 75% - 80% of the Park with the rest is vested in private owners. The state places many restrictions on land use, both public and private. It is possible to purhcase land from individual owners, but they are relatively small parcels. Keep in mind they are also surronded by state land. The use and restrictions are written to protect the "wild" nature of the property therefore development is limited. These restrictions and easements are generally written for the long term, in some cases 25 to 50 years or more. I'm not clear on your question of "giving up" land. Land is either appropriated by the state, taken by imminent domain or conveyed from one person or entity to another. If there are proceedings against your property by the state, you may have to "give it up" unwillingly, but there is usually some compensation. It's situational.
The state owns about half the land in the Adirondacks. Some areas (like the High Peaks) the state owns almost all of it and others like near the Lake Champlain farmlands - most of it is private.
Also there are restrictions on developing private land. And if the state wants certain private properties - they have to buy it from the landowners.
