Sunsky, I stumbled upon your questions by accident, but hopefully I can help aid your decision. I live in Rochester in the historic city neighborhood of Corn Hill. My wife is from Puerto Rico and there is a very sizeable Latino (mostly PR but also Cuban, Dominican, and Mexican) community here. Large enough to support a radio station, monthly newspaper (ConXion: Your connection to all things Latin...), numerous excellent restaurants, salsa clubs, etc.

Latinos in Rochester are prospering at a rapid pace. Leaders of the local public and private sector are of Latin heritage, including the CEO of Eastman Kodak, Antonio Perez. While the Latino community remains centered in the rough-and-tumble northeast quadrant of the city along North Clinton Avenue (commonly known as La Avenida), Latinos also live throughout the City of Rochester as well as in the suburban towns of Gates, Greece, Henrietta, and Irondequoit. Personally, if you're upper-class and appreciate diversity, I would recommend certain neighborhoods of the City of Rochester, such as Corn Hill or the South Wedge.

I just wanted to add that while we were visiting Rochester last summer (I believe it was mid-August) there was a huge Puerto Rican festival going on downtown... it looked like lots of fun. We were on our way home so couldn't investigate further - but I would also think this demonstrates a positive sense of P. R. community in the city.
