Has Rome changed much in the last 15 years? (Liberty, Floyd: apartments, crime)

My ex-mother-in-law said that I would barely recognize Rome now since I left. She said they built up Black River Blvd nicely in the last 15 years. I have a hard time believing Rome looks or feels all that much differently from when I left in 1995. I remember how depressing Erie Blvd was around the Ames that was there, and the spike in crime that took place once the families from NYC moved up there to be closer to their incarcerated relatives. Drugs were rampant outside the main gate of Griffiss by the apartments on Floyd Ave. and the ones where I lived for a while on Bloomfield St. So how is it now? Has it seen much improvement in the last 15 years? I really hope so, because the area was hit hard after the base closed and it was a beautiful area to live despite the brutal winters.

As far as I know and seen, it is pretty much the same with the exception that there are less people in the city of Rome now. It still is a pretty safe city, from what I can tell. I think the spots you are talking about are Colonial Park on Floyd, Liberty Gardens on the West side of the city and in the center of town in the North James Street area.
