Hello. I am currently considering relocating to Elmira, NY. However, I've read about Elmira not being a safe place and have reconsidered.
I really like Elmira, because it's inexpensive and has beautiful Victorian homes and buildings. I have a dog, and a lot of the area seems pet-friendly.
Which parts of Elmira are safe? How much are apartments for the safer areas? Do these areas allow dogs? Are there any surrounding areas of Elmira (in Chemung county) that are recommended?
If no one recommends the Elmira move, then what about Geneva? It is so beautiful there. A bit small, and not much information on the web about the apartment/housing. But it seems like a safe place?

I'd go with the West Side or South Sides of the city. I think most of the North Side is fine. It's East side has the rough reputation.
As for Geneva, I'd say the Western half of the city, but most of it is fine. I think ther eis an area in the Eastern side of town near the public housing that is iffy, but besides that, I think most of the city is fine.

I strongly believe the safest part of Elmira would have to be near the Town of Elmira (aka West Elmira). Now that Elmira is decaying worse and worse, much of the city within its boundaries is becoming unsafe.
I currently live in and have family ties to Elmira, but I also have been to Geneva many times considering have family ties there as well. The nicest, and perhaps the safest, part of Geneva I believe would have to be the Bayview residential area overlooking Seneca Lake. It seems so upscale and has a modern, suburban manufactured home look to it that makes that area look so picturesque.

West Elmira is the nicest part of the city. South Elmira isn't too bad either. I have a hard time believing that Elmira is totally unsafe. Elmira is more abandoned, than decaying. It ssems to be kept up pretty good, but it needs more businesses and other things within the city limits. Geneva is pretty nice for the most part. There is some public housing on the eastern edge of town, but you wouldn't even know it was there, unless you knew about it. It's crime rate, according to this website is below the national average: http://www.city-data.com/city/Geneva-New-York.html

Around Arnot Medical and Elmira Free Academy in Elmira is a really nice area and if you're interested Horseheads over by the Horseheads High School is a really good area- my gran lived up there for years until she move about 10 mins east of Geneva. Personally, I think Geneva is an adventure to drive through, but I'd never live there. Crime rate is too high. Also the Southport area of Elmira down by Norte Dame High School if your willing to be out there is so cute. Along with the community off Broadway and Pennsylvania in Southport.. theres adorable bungalows in that area. I live about 20 mins outside Elmira, the rentals in the newspaper are pretty much the same for most of the area. Majority are between 450-600. But it really depends on what you're looking for.. furnished apt communities are very popular. The Star Gazette is the local newspaper for the area, they have a website that can give some examples of the rentals available.
If I can be of any help.. posting pictures, directions, advice, anything.. just let me know.
Oh and Elmira is a dog neighborhood totally. I don't think you'll have much of a problem with that aspect.

Yes, mine and my families opinion. Its a personal judgement though.. really it comes down to what you're use to and you're self-confidence. If you're from Jamacia Queens you probably won't think anything of the crime rate in say Syracuse. Whereas, a country girl from Hannible (population est. 500) would most likely have nothing but crime rate on her mind going into one of New York's big cities.. like Buffalo.

I think sometimes people see "diversity" in a community and automatically assume that it is bad or has a high crime rate, when that isn't necessarily the case. Geneva is relatively diverse for a Northern city of it's size. So, I think that has something to do with it.
Elmira's crime rate is at the national average, give or take: http://www.city-data.com/city/Elmira-New-York.html Even that has to be put into perspective, as it is a city center of a metro area and varies within that city as well.

Diversity has nothing to do with it. Its larcany rate is high and city data even says it is. I based my answer on being a visiter of the town for 15 years and the word of family members that work(ed) and live in neighboring towns.

That sounds no different than people from a suburbs judging the major city they live around, eventhough they hardly go there or interact with people extensively. I'll respect your opinion, but the stats also show that the crime rate is below average in general.
Keep in mind that many of the larcenies could be related to Hobart College students and what occurs on campus too. Students can be prone to leave things unattended, which can result in larcenies occurring on and off campus.
