Watertown's population gain is almost certainly due solely to the proliferation of armed forces in the last decade due to our various wars...
And virtually every place else is either a college town (ie Ithaca) or downstate.

Think some people.....
have this idea that if they get out of NY (anywhere) and head to the southern states, life will be as good or better than NY state. I think sometimes you have to leave the area to realize that things are sometimes worse in other places....certain qualities of life come to mind that I would not trade for a zillion dollars.......work ethic, peace of mind, educational opportunities for all children, regardless of disability, kind people and neighbors, upkeep of roads and facilities here......natural beauty in the wild and in the towns, etc.........Possibly people are moving back because areas in the south can be crime-ridden, not kept up well, poorer education unless you pay for private schools, overcrowding, traffic, not planned well and sometimes there are gangs and guns in places you wouldn't expect and noone seems to care.........just wondering......know some people who moved south and moved back as soon as they gave life there a try. Decided it wasn't worth the smaller taxes after all........

True, a good portion of the places that have grown either, are affiliated with the military, a college or are Downstate communities popular with those moving from NYC.

Also, a good portion that are growing or holding steady are the suburbs of shrinking cities.
