There are many pages in the thread of census block groups and census tracts that fit the criteria and that would have such people. That comes from simply reading previous posts in the thread.

The highlights are just a way to illustrate a presence at certain schools that said people may choose for their children, without being strictly statistical and to be entertaining for those interested. That has only been done for a page, if that.

Just to add to this, but Lakeview has the highest black percentage for any municipality and/or Census Designated Place(CDP) in the state. So, NY State’s “blackest” census recognized place is upper middle class based upon its median household income, which is approaching $140,000 based upon recent census data. Not too many states can say that, if at all.
