Unfortunately due to very poor judgement, there have been many instances where 911 has been called during DV incidents but the police did not arrive (being a 911 operator myself, I have been lied to many times and since it was dispatched anyways, it was clear that a domestic had occurred). However, all of those phone calls are registered by name/number once the last button is dialed - even if you hang up 0.001 seconds later without speaking a word. It's the automatic name/location information provided by the telephone companies.
Police generally do not refuse to attend DVs. That, I've never heard of. DVs being shot-down before dispatch to police? It has happened. There is a separate step involved between the call and the police being sent, and that is where the errors tend to occur.
While there are times that a 911 dispatcher makes a very grievous error in judgement, it seems far more likely here that you are being BS'd about her calling in the first place. It could easily be reported (by her, not you) to the police dispatch centre and an investigation would be immediate - it would take no more than five minutes to confirm if that call was actually made. It never gets that far - people love to lie about this.
Still trying to stir the pot? Dialing 911 and not getting an answer is a pot that needs to be stirred. I have seen it happen many times; it happened once to me. I don't know where you all live, maybe Mayberry?

The first thing, are you ok? if you're even slightly hurt take pictures and write you're story down to the smallest detail. Go down to the station house and ask to speak to a detective (if he's not there) now he has to answer your questions when he's back on the rolls (on duty). You'll either have to go back or the detective will come to the house. Take the name of the desk Sergeant who is giving you the information at the time you showed up to sign your complain. (the point of contact). Make sure your best friend or family member or neighbor know's what's going on because before you sign your restraining order the (abuser) may or probably will show his face at your door again. SIGN A RESTRAINING ORDER.

I don't think it can be done...you'd have to have proof that it was who you say it was did the abusing.
Otherwise wouldn't it be your word against theirs? After all that time, I'd think it was too late. Whoever talked her out of it...wins..this time.
