Well, if you don't look at everything from a sexual perspective, you wouldn't question why any two people were holding hands. Or hugging. Or walking in linked arms. Or any kind of touching. Because you wouldn't care because it wouldn't evoke a stereotype in your head.

I would assume that it is cultural or they're lesbians. Although I'm not a lesbian and I have done this with girlfriends and female relatives. Some cultures are just more touchy feely and women seem to be more touch feely in general.
Would any arm around the waist be a pretty good indicator that they probably are lesbians/in a lesbian RS?
I have occasionally seen this, and usually assume they are.
Different cultures do it...I remember my spanish tearcher telling me that women in (Spain I think?) hold hands all of the time.
