I asked my casual friend to hang out and she said she's busy and to play it by ear. does this mean she's doesn't want to hang out, or am I being too dense?

Hard to say. It could be that she would like to hang out but has other things to do that day. So, if she has free time after completing her tasks, she's open to hanging out.

Or, she could be just stringing you along and doesn't really want to hang out.

You know her best. Which of the two is her style?

If you are a guy (as indicated by your screen name), maybe she's hoping for a better, more specific offer than yours to "hang out". Ask her another time, but with some plans for the get-together.

Is this truly friendship, or are you trying to get in through the back door to romance? if the latter, she possibly senses this, doesn't want the same, and is trying not to encourage you while also trying not to hurt your feelings.
