Of course, I'd call that person to tell him/her thanks. I'd also call that person if he or she were getting married, having a child, or anything else in life.

I would not. First of all, I have my pride and it's very much intact. Too intact to shamelessly act like I'm close to my extended family just to (obviously) get in on the cash.

No, nor would anyone I guess, naturally I'd help family, but a one time step brother's distant cousin is bang out of luck.
If my extended family won the lottery, I'd never hear about it and they most certainly wouldn't offer to share with me. If I won the lottery, I suspect they would come swarming around with their hands out.
Immediate family, though, we already have a pact about how a lottery win would be handled. Although, since no one plays, it is sort of a mote point.
If it's a distant cousin I never speak to, no. If it were my cousin i see once a year at Christmas I definitely would. not to ask for money but say congratulations. Maybe he'd volunteer a couple thousand.
