The OP was at work, he doesn't pay rent, mom's paying his phone bill, they've discussed it, and we don't know how much she pilfered. I think there's quite a difference between needing a couple of dollars worth of quarters and cleaning out someone's change jar. Still, if he has the money he should be paying his own phone bill--or giving her whatever he can toward it.
OK so she says I took $5. We will put it toward your phone bill. I just think it should be acknowledged.

Big picture.
It's not the money - it's the principle.
The fact that she came into his(?) room while he wasn't there is not ok. It's about boundaries.
"My house, my rules" works when you have kids. The OP is an adult and he should be treated like one.
He had to move back in - which meant at one point he was independent. People don't move back into Mama's house by choice.

I do know what she used the money for. Yep do pay rent. I lived at college for a year moved back home paid rent for 6 year's and moved out on my own for 2 1/2 year's. Moved back home after a job loss paid $400 a month, but then taxes came paid $340 a month. Starting this month paying $380 a month.
