The negative about reporting to the cops is how they would demand all kinds of information from you and for you to be present with them if they ever even had the gumption or ability of finding them and if they did you are talking what potentially could be a long process out of your way to whatever task or event you were driving to.
They wouldn't ask you to be present. Why would they want some random citizen to be present in such a situation? The person could end up being violent and start shooting. Or since they know who the person is who ID'd them, they might try to track you down and get some sort of revenge.

You've obviously never called 911. They always ask every single personal detail of you when you call and pretty well insist on LEO meeting you personally to get more of the story. I called once to report some gunshots in the park close by to us at 3:30 in the morning and specifically said I was going back to bed and not to show up. Guess who showed up 10 minutes later at my door? Especially if they had no evidence themselves, they would need your statement present to ID them and make a statement.

I have called 911 plenty of times. Never have I been asked to personally meet with the responding officer.
A former neighbor called in a gunshot. Not only did the police show up at the house, the officers knocked on every door on the block to find out if anyone else had heard it.
dunno what a meth pipe looks like so I would just mind my own business. ive seen people smoking weed while driving(and have done it occasionally myself back in the day). my eyesight sucks anyway and chances are on a given day, I don't have the time to play tattle tale like you folks.
