I'm too lazy to read the mental health issue pages. Hope it is not serious. Just join a club. That's what I did when I was a young whippersnapper. Join clubs and take classes. You will meet a lot of people and maybe learn some new skills.

If you're just going to sit around and stagnate you're unlikely to meet and make new friends. People make friends by going out and living life, becoming an interesting and well-rounded person.
