Actually it was the relative lack of discipline that created this monster. He learned more from his peers than from his elders. And when they did try to discipline him, two fellows in navy blue with badges and radios showed up at their front door. The way of child rearing in this century...

Not flushing for drug related reasons sounds very odd. Just throw them into the trash, bury them there or flush during the day. I don't think not flushing at night solves any drug related issues.
Yep. The inmates are not allowed in their rooms until bedtime, and they are searched during the day. They are kept very busy all day in between psych evals, group sessions, cleaning up, etc.
